Fernando Lugo, Paraguayan President pushes his promised agrarian reforms which is imposing a new tax on soybeans and the growing of oilseed in some area and will create areas for small scale farming.
Soybean is Paraguay's biggest export profitability of soybean, is just leading rural families to sell their land and move to the cities where they would add up to urban poor after spending what they earned for the land.
Oilseed on the other hand has more than double its production since 2000 but the profit from the grains sector didn't create the trickling-down effect so the Government have to set limits with the said farm crops
